With this declaration, any financial transactions entered into with the al-Assad government would be illegitimate and would not have to be honored by any successor government, meaning any loans or agreements would not have to be paid back or honored. ?Threatening illegitimacy could prove a useful tool to put pressure on the Syrian government to end its continued human rights abuses if access to credit markets will be severely impeded, and could provide useful in declaring past debt accumulated by al-Assad odious in the future. The citizens of Syria are under the rule of a non-representative and abusive regime and loans contracted by that government should not be passed on to any future representative governments. ?

Tax Scammers Target Military Members for Identity Theft
The IRS is reporting taxpayers should be on the lookout for a new, email-based phishing scam now circulating that targets Department of Defense military members, retirees and civilian employees. The email appears to come from Defense Finance and Accounting Services and displays a .mil email address. The email states that those receiving disability compensation from the Department of Veterans Affairs (VA) may be able to obtain additional funds from the IRS. Email recipients are then asked to send various VA and IRS documents containing their personal and financial information, such as copies of VA award letters or their income tax returns, to an address in Florida.

The mortgage settlement added several other cases where homeowners would have to pay taxes on awards from banks. Under the settlement, up to 750,000 foreclosure victims, who have already lost their homes, will receive checks of $2,000 as compensation for foreclosure fraud. But the settlement language did not make clear that the cash reward represented compensatory damages, and as a result, these checks could be taxed. Similarly, service members stand to get compensation of $116,800 or more, due to a series of violations under the Servicemembers Civil Relief Act, including incidents where banks illegally foreclosed on military members while they were deployed overseas. But because of the vagueness of the language, they could be taxed as well. Rep. Brad Miller said he advised those involved in writing the settlement that they should try to make everything, including the mandated principal reductions, explicitly portrayed as compensatory damages, to ensure the exclusion from tax liability. ?They had no idea what I was talking about,? Miller said.

Borrowing to finance tax cuts, wars, and greater government spending (as the U.S. has been able to do in roughly the last decade), avoids short-term sacrifice but invites a long-term problem of snowballing debt that delays tough fiscal decisions and makes fiscal power dependent on the borrowing costs for the state.? Most importantly, as the Greek crisis has clearly demonstrated, the capacity to borrow is intimately tied to a government?s political capacity and willingness to tax.
