NEW YORK (TheWrap.com) - "Family Guy" creator Seth MacFarlane wants to bring his beloved and controversial Fox show to the big screen, telling students at UCLA on Wednesday that a theatrical version of the show will definitely happen.
"It's just a matter of when," MacFarlane said, according to Entertainment Weekly. "It's hard to do that while you have the series going on at the same time; I think that's why it took ?The Simpsons' 20 seasons to figure out how to do it."
"Family Guy," which is in its 11th season, has made MacFarlane one of the most successful writers in television. A writer, director, voice actor and animator - not to mention singer-of-standards and this year's Oscar host - MacFarlane created that show, as well Fox shows "American Dad" and "The Cleveland Show."
He also had been working on a reboot of "The Flintstones," but that appears to be shelved for now.
MacFarlane then transformed into one of the film industry's hottest commodities this summer thanks to the breakout success of "Ted," the Universal comedy that has set a new box-office record for an original, R-rated comedy.
While Universal has every intent of making another "Ted," MacFarlane said he also has developed the ideas for a "Family Guy" film.
"We do know what the 'Family Guy' movie will be," he told the students. Drawing another comparison to "The Simpsons Movie," he said his one criticism of the cinematic version of that iconic show was that the plot would have worked on TV.
He claimed his "Family Guy" idea "would be impossible to do on TV."
The Hollywood Reporter wrote last year that there is a deal in place for a ?Family Guy" movie, but MacFarlane's representatives did not respond to a request for more information about the rights to the movie or MacFarlane's plans.
While MacFarlane still spends a good deal of his time working on television projects, the prospect of a "Family Guy" movie raises two questions: Does he have to make "Ted" first? Does Fox have the rights to the movie?
Neither Universal nor Fox have returned requests for comment.

Portable. Affordable. Works without an external power supply. Tethered cable can't be misplaced. Bus overvoltage protection protects your computer from short-circuiting.
The Satechi Ultra Portable 4 Port USB Strip is an economical solution for users who find themselves running low on available USB ports, but better choices in the same price range are worth checking out.
Measuring 0.7 by 3.3 by 0.7 inches (HWD) and weighing a negligible 0.9 ounce, the 4 Port USB Strip is the lightest hub we've seen thus far, weighing less than both the Satechi Ultra Portable 4 Port USB Pocket Hub (1.4 ounces) and the Satechi 3.0 4-Port USB Hub (1.6 ounces). Whether it's in your pocket or on your desk, the 4 Port USB Strip is barely noticeable. At the same time, however, it's noticeably flimsier than the rest, so while you can carry it around without adding any heft, you'd have to do so with care, lest you find yourself pulling the remnants of a shattered hub out of your laptop bag.
Aesthetically, the 4 Port USB Strip shares a fair amount of design cues with the USB Pocket Hub: Both are constructed out of plastic and sport a black finish alongside glowing blue LED lights. Also, both sport a tethered cable along the lines of the Targus Ultralife USB Hub with Ethernet Port, though the latter's three-inch cable is more ergonomically sound than the two-inch cord found on the 4 Port USB Strip. That said, the 4 Port USB Strip's design has its share of shortcomings. Unlike the other hubs, all of which come with a matte-finished design, the 4 Port USB Strip's glossy black finish practically begs to be smudged. More problematically, all four of its USB 2.0 ports are situated on one side, giving rise to the probability that some will be crowded out when all ports are loaded. The USB Pocket Hub, on the other hand, sidesteps this problem by divvying up its four ports between two different sides.
As is the case with most USB hubs, the 4 Port USB Strip is plug-and-play ready, so setting it up doesn't involve much beyond plugging it in to your computer and waiting for the system to detect it. Like the Ultralife USB Hub, the Satechi 3.0, and the USB Pocket Hub, the 4 Port USB Strip is compatible with Mac (OS 9.1 or later) and Windows (98SE/ME/2000/XP/Vista/7/Windows 8). Moreover, transferring our 1.22GB folder showed no noticeable slowing down in data transmission rates.
Like the USB Pocket Hub, the 4 Port USB Strip's sub-$10 price tag is tempered by the fact that it doesn't ship with an AC adapter despite featuring an input designed to accommodate one. While external power won't be necessary for connecting most basic peripherals (keyboards, mice, most external drives, and smartphones), users looking to simultaneously charge several devices will most likely have to spring for a compatible adapter. On a related note, the 4 Port USB Strip features bus overvoltage protection, which supposedly protects your computer in the event that one of the connected peripherals short-circuits. We weren't able to test this claim out, so we'll have to take Satechi at its word. Still, it's reassuring that your system will be protected in the event that of electrical spike. If the 4 Port USB Strip does somehow wind up frying out at the same time, it's covered by a one-year warranty.
The Satechi Ultra Portable 4 Port USB Strip is an economical solution for users looking for a quick way to expand their USB connectivity options. However, better options exist and are worth pursuing. For the budget-conscious consumer, the USB Pocket Hub features a more effective port layout while coming at the same price. Power users, on the other hand, should check out the Satechi 3.0 4 Port USB Hub, whose included AC adapter and USB 3.0 connectivity justify its higher price tag.

Although the women?s soccer team?s record this season (6-9-1, 2-4-1 Ivy) was less than attention-grabbing, one statistic was not.
After losing last season?s starting goalkeeper, Lillian Klein, to graduation, the Lions were forced to rely on a group of talented but inexperienced goalkeepers for this year. The goalkeeping unit, composed entirely of underclassmen, not only filled the void left by Klein?s departure, but also improved on the team?s 2011 performance, increasing its save percentage from 0.787 to 0.827.
This improvement coincided with the arrival of goalkeeper coach Nathan Kipp, a former Duke goalkeeper coach and a coach in the Women?s Professional Soccer League. Kipp met women?s soccer head coach Kevin McCarthy when he was just starting his coaching career at Iona College back in 2003. Kipp went on to work for a number of collegiate programs before advancing into the professional coaching game, where he most recently worked with New Jersey team Sky Blue FC.
But when the WPSL suspended play earlier this year, Kipp was eager to get back into the college game. Since he was living close to New York City, he reached out to McCarthy to inquire about joining the staff as a goalkeeper coach.
?I approached him saying, look, I want to get back in the college game and I?m anxious to do some coaching with some younger players who are not quite as far along in their development cycle,? Kipp said.
The academic rigor at Columbia is what attracted Kipp to the Lions? soccer program. Ivy League athletes bring their academic prowess to the game of soccer, Kipp said?they are students of the game.
?I always enjoyed coaching soccer players who are also intellects,? Kipp said.
Kipp brought his own coaching philosophy with him to Columbia. He believes that goalkeepers must be taught individually because they each have a different approach to playing the game. The relationship between a goalkeeper coach and his players could be equated to that of a baseball pitching coach and his pitchers?Kipp has to find ways to maximize the unique personal abilities of each individual goalkeeper.
The three goalkeepers, Jourdan Sayers, Grace Redmon, and Gabby Dubick, said that Kipp has been successful, especially by introducing new techniques such as filming their practices.
Kipp?s players all spoke highly of his training techniques and the individual attention he provides.
Despite breaking her foot in the preseason, sophomore Jourdan Sayers cited Kipp?s individual help and attention as major factors in quickening her return to the game.
?When I did come back, I had a lot of difficulty diving to the side that I broke, and so there were a few times that he stayed late at practice with me just to break that down, and to really focus at regaining the basic technique,? Sayers said.
This year?s women?s soccer team offered Kipp the unique opportunity to coach young, developing keepers eager to improve their respective games. The lack of an established upperclassman keeper has lead to a healthy competitiveness within the goalkeeping unit, and the goalkeepers being so close in age adds to the competitiveness. They also said they spur each other on.
?I don?t think it would matter if they were seniors or juniors or we were all freshmen. We would all come in everyday with an attitude that wants to train, wants to work hard, wants to win and do what?s best for the team,? freshman goalkeeper Gabby Dubick said.
Although sophomore Grace Redmon started the most games in the net this season, all three keepers have good shots at the starting job for next season.
?Every season is an open book, and even though we had a situation this year with one goalkeeper playing the majority of minutes, we?re not locked into that. We?re not locked into Grace.
She will have to earn that starting spot next year,? Kipp said.
Next season?s starter may be up in the air, but one thing is for sure: If this season was any indication, things will only continue to improve for coach Kipp and the trio of young goalkeepers.
There is a lot of work to be done in the offseason, but 2013 looks promising.

STRATFORD, Connecticut (Reuters) - The U.S. defense budget is under intense pressure as automatic spending cuts loom, but Sikorsky Aircraft says the longer-term outlook for military helicopters remains bright given several new programs getting started in the United States and strong overseas demand.
Samir Mehta, president of Sikorsky military systems, said in an interview that he is confident that two of the biggest opportunities for his company - a U.S. Air Force competition for new search and rescue helicopters and a U.S. Navy competition for new presidential helicopters - will survive, even if the Pentagon is forced to make additional budget cuts.
Sikorsky, Lockheed Martin Corp
Both cuts would phase in over 10 years. Many executives say they expect some additional cuts to military spending, even if a deal is reached to avoid the automatic budgets reductions under "sequestration."
Stratford, Connecticut-based Sikorsky, a unit of United Technologies Corp
Most defense companies expect revenue to come under pressure in coming years after more than a decade of growth in military spending. However, they do not forecast sudden declines in January, since most weapons deals stretch over many years.
The 87-year-old Sikorsky is also investing heavily to develop its new S-97 Raider helicopter in hopes that the U.S. Army will decide later this year to buy a new helicopter to replace its aging OH-58 Kiowa Warriors, rather than upgrade the existing fleet. The Kiowa Warriors are made by Bell Helicopter, a unit of Textron Inc
"It's very easy to be focused on the short term in the next two to three years, and say, 'Boy, the meteor's coming at us and we're headed for really tough times,' but if you look at this industry over the next 20-30 years, it's going to be vibrant," Mehta told Reuters in an interview at the company's sprawling headquarters on Tuesday.
FUTURE VERTICAL LIFT
Mehta said Sikorsky and other helicopter makers were also gearing up for what U.S. Army officials are calling "Future Vertical Lift," a massive program that would replace many of the Black Hawks and Boeing Apache helicopters now in service.
"I know there's short-term pressure but ... the life cycle of an aviation development program will outlive whatever short-term crisis we happen to be in at the time," he said.
Mehta, a trained lawyer who began his career at United Technologies' Otis Elevator unit, said the lingering uncertainty about future budgets was frustrating, but his company was focused on continuing to deliver those helicopters already on order to the U.S. military on time and on budget.
"There's no shield against sequestration, but hopefully when they go through the process - if they go through the process ... they'll look at performance as a key determining factor of whether or not you'll be specifically targeted," he said.
Pentagon officials have said that weapons programs that are over budget or behind schedule will be increasingly vulnerable to cuts as budget pressures mount.
Mehta said Pentagon officials also seemed to appreciate Sikorsky's investment of its own funds to develop its new X2 helicopter, which is considered the fastest helicopter ever built, and a larger military prototype, the S-97.
Sikorsky, which together with Boeing dominates the U.S. military helicopter market, spent $50 million to develop the X2 - which uses two rotors and a rear propeller to overcome the aerodynamic limitations of conventional helicopters - and "healthy multiples" of that sum on the S-97, Mehta said, although he declined to give specific numbers.
He said the company would continue work on the S-97, which is expected to have its first flight in the fourth quarter of 2014, even if U.S. Army officials decide not to launch a competition to replace the OH-58 Kiowa Warrior armed scout.
In the longer term, the S-97 could be a contender for the Army's next-generation helicopter program, or future vertical lift, which some see as the "Joint Strike Fighter" of military helicopters, Mehta said, referring to the massive and lucrative next-generation strike aircraft weapon systems for the United States and its allies.
The speed, maneuverability and agility of the new helicopter will provide "game-changing" capabilities to the U.S. military, Kevin Bredenbeck, chief test pilot for Sikorsky, told Reuters in a separate interview.
PRAGMATIC APPROACH
Steve Engebretson, who heads Sikorsky's armed aerial scout effort, said the company was confident that it could price the new helicopters at a cost in the "mid-teens" of millions - just slightly more than the Army would likely spend to upgrade the OH-58 helicopters it is using now. But he said the new aircraft would give the Army far more capabilities than it has now.
Other helicopter makers, including Europe's EADS
Army officials are expected to reach a decision about the issue in coming weeks, although the decision will still need approval by top Pentagon acquisition officials.
Mehta said he did not expect the Air Force and Navy to back off their new helicopter competitions, both of which come after failed earlier programs, given the increased age of the current fleets, which is driving up maintenance costs, and the Pentagon's increased focus on affordable programs.
He said Pentagon officials also recognized that they could not continually ask industry to invest time and money to prepare bids for competitions only to see programs get cancelled.
"They've taken a really pragmatic, cost-effective approach," he said. "That provides us with a little more confidence that they won't back away from these programs once they've started."
Sikorsky also sees strong growth in international markets in coming years, especially in Asia, the Middle East and Africa, Mehta said, noting that a majority of the helicopters in use around the world were over 20 years old.
"There's a practical aspect to this, which is that people need to recapitalize and replace their fleets, whether it's the (U.S. Department of Defense) or even international militaries."

JOHANNESBURG (Reuters) - South African President Jacob Zuma looks set for re-election as head of the ruling ANC in December but the battle for the post of his deputy could thrust millionaire businessman and former unionist Cyril Ramaphosa back into political prominence.
Despite sluggish growth in Africa's biggest economy, bloody labour strife that dented South Africa's image this year and a slew of scandals during Zuma's three years in power, five of the country's nine provinces are backing the president to stay on as leader of the African National Congress.
This line-up suggests Zuma has seen off a campaign to replace him with Deputy President Kgalema Motlanthe, whose own silence on whether he is in the running has opened up the chance of a political comeback by business tycoon Ramaphosa.
Leadership of Nelson Mandela's 100-year-old liberation movement would virtually guarantee Zuma another five years as state president in a 2014 election, given the support the ANC can still count on from South Africa's black majority.
Nominations for top ANC leadership positions for the December 16-20 party conference close on Friday.
Zuma, who ousted former President Thabo Mbeki in a fight to head the party in 2007, has obtained wide endorsement from ANC branches across five provinces, including his home KwaZulu-Natal, which will have the largest number of voting delegates at the conference in the central city of Mangaung.
The expectation that Zuma will carry the ANC leadership race has taken some steam out of the contest and provides an element of political continuity, even though many have been critical of his lacklustre performance in office.
Zuma's reputation as president was tarnished by criticism that his government mishandled a wave of violent mining strikes in recent months that saw at least 50 people killed, 34 of them striking miners shot by police in a single day in August. It was the deadliest labour violence since apartheid ended in 1994.
Critics on the left within his own party accused the 70-year-old president, who is proud of his Zulu origins and likes to present himself as a genial 'man of the people', of abandoning poor and working class South Africans.
Business leaders said Zuma's government did not move quickly enough to halt the labour troubles that led to downgrades from two credit ratings agencies for South Africa, whose deep social and economic inequalities are seen as an Achilles Heel.
DAILY PROTESTS
"His leadership has led to a myriad of conundrums around policies, and investors expect more inaction from him," Peter Attard-Montalto, emerging market economist at Nomura International, told Reuters.
Since Zuma took office in 2009, protests about basic services have become an almost daily occurrence in urban areas across South Africa as the ANC struggles to fix a broken education system and address chronic unemployment and poverty.
This has generated opposition to Zuma from elements within the party who demand radical economic and social reforms to achieve a fairer sharing out of the national wealth.
Two provinces have come out in favour of Motlanthe to be party leader.
But sources in the camp of the bearded and bespectacled deputy president, who is 63, said he was reluctant to challenge his boss in next month's internal ANC election.
Motlanthe's silence on whether he will stand has also forced Zuma's supporters to look elsewhere for a deputy president.
"Zuma's emissaries initially approached Motlanthe to stay on as deputy president on condition that he will get their support for president in the next ANC election (in 2017)," said one Zuma campaigner. "But his silence, and subsequent support from some provinces to go it alone, has made us decide to look elsewhere."
This has opened the door for Ramaphosa, a respected and influential member of the ANC's National Executive Committee, who has been backed as candidate to be Zuma's deputy in the party by at least four of the provinces.
Reuters spoke to official sources and lobbyists in all nine provinces and although Ramaphosa, 60, appeared to have strong grassroots support from local branches, it was not clear if he would in the end accept the nomination.
"Cyril is the best man for the job, he brings integrity but we can only hope that he accepts the nomination. He expects guarantees that this will line him up to become the automatic choice for president next time around," said one ANC official from KwaZulu-Natal.
BUSINESS OR POLITICS
Ramaphosa is hailed along with Mandela as a hero of the anti-apartheid struggle. As a founder leader of the National Union of Mineworkers, he led a three-week strike against South Africa's white mining bosses in 1987 that gained him international renown.
But he left politics for business in 1997 three years after the end of apartheid, and is now South Africa's second richest black entrepreneur.
But his shareholding in Lonmin, the company at the centre of the August 16 Marikana mine killings in which 34 strikers were shot by police, has laid him open to accusations that he has betrayed his original working class allegiances.
An ANC member from the Free State province, who asked not to be named, said: "We really don't know if he will leave his high life in business to come back to a position in the ANC."
Ramaphosa's extensive business empire includes ownership of the MacDonald's South Africa franchise, he is the chairman of telecoms giant MTN, and also sits on the board of Standard Bank, Africa's largest bank by assets, and of brewer SABMiller.
In the ANC's closed political culture, open ambition is frowned upon, so Ramaphosa, Mothlanthe, or any other candidates are unlikely to go public with their intentions before the nomination process closes on Friday.
The contest will be fought behind closed doors in a five-day conference in Mangaung next month with 91 percent of voters being ordinary rank and file members. The balance will come from national and provincial leaders, the women's league, youth league and veterans league.
Although Ramaphosa's nomination may go down well with the business sector, insiders said he would not have carte blanche over economic policy.
"Whatever his success in business was does not matter," said a senior ANC official from Mpumalanga province.
"The ANC discusses policies as a collective, it's not up to individuals," the official added.

Changes in how genes in the immune system function may result in age-related macular degeneration (AMD), the leading cause of visual impairment in older adults, based on preliminary research conducted by National Institutes of Health (NIH) investigators.
"Our findings are epigenetic in nature, meaning that the underlying DNA is normal but gene expression has been modified, likely by environmental factors, in an adverse way," said Dr. Robert Nussenblatt, chief of the National Eye Institute (NEI) Laboratory of Immunology. Environmental factors associated with AMD include smoking, diet, and aging. "This is the first epigenetic study revealing the molecular mechanisms for any eye disease."
The study identified decreased levels of DNA methylation, a chemical reaction that switches off genes, on the interleukin-17 receptor C gene (IL17RC). The lack of DNA methylation led to increased gene activity and, in turn, increased levels of IL17RC proteins in patients with AMD. IL17RC is a protein that promotes immune responses to infections, such as fungal attacks.
The study, conducted by research teams from the NEI and other NIH institutes, including the National Heart, Lung, and Blood Institute and the National Center for Complementary and Alternative Medicine; the University of Melbourne, Australia; and Oregon Health and Science University, appears in the Nov. 29 issue of Cell Reports.
"Our study also suggests IL17- and IL17RC-mediated immune responses can be crucial in causing AMD," added Dr. Lai Wei, also of NEI's Laboratory of Immunology and first author on the paper. "By measuring IL17RC gene activity in at-risk patients, we have also potentially identified an early method to detect AMD."
AMD damages the light-sensitive cells of the macula, the central part of the retina that allows us to see fine visual detail. As the disease progresses, patients encounter great difficulty reading, driving, or performing hobbies and tasks that require hand-eye coordination. Treatments exist to prevent severe vision loss in certain types of advanced AMD but none prevent or cure the disease. Currently, 2 million Americans have advanced AMD and another 7 million have intermediate stages.
Recent studies have identified several genes with alterations that increase the risk of developing the disease. In addition, environmental risk factors have also been suggested as possible causes of the disease. One explanation may be that environmental exposures influence DNA methylation, which regulates gene expression. Changes in this process may result in the production of too much or too little of a gene's protein, leading to cellular dysfunction and disease. Changes in DNA methylation have been implicated in cancer, lupus, multiple sclerosis, and many other diseases.
To test whether changes in DNA methylation might play a role in AMD, the investigators evaluated three pairs of twinsone pair identical and two pairs fraternalwhere only one of the siblings had AMD. Identical twins have the same genetic makeup while fraternal twins share about half of their DNA. Because of their similar genetic backgrounds, identical and fraternal twins can be helpful in studying the differences between the effects of genetics and the environment. When compared with the unaffected twins, methylation patterns were altered in 231 genes of affected twins. This finding is consistent with the hypothesis that environmental exposures may epigenetically regulate expression of many genes and lead to AMD.
Among the 231 genes, the investigators found that DNA methylation was absent in a region of the IL17RC gene in twins with AMD. The lack of methylation in the IL17RC gene led to increased gene activity and, in turn, increased levels of its protein in circulating blood. The investigators further validated these findings by comparing seven siblings with and without AMD as well as 202 AMD patients and 96 control subjects without the disease. These studies also found increased IL17RC levels in circulating blood and, most importantly, in the retina of patients with AMD but not controls.
Based on these results, the authors propose that chronic increased levels of the IL17RC protein in the retina likely promote inflammation and recruitment of immune cells that damage the retina and lead to AMD.
"This study strongly implicates epigenetic DNA methylation as another crucial biological pathway for understanding the molecular basis of AMD," according to Nussenblatt.
The investigators next plan to evaluate what environmental factors may be responsible for the regulation of IL17RC and how the epigenetic regulation leading to the chronic inflammation in AMD patients can be reversed by novel therapies. They will also evaluate the role of epigenetics in other eye diseases.

Android: Smart WiFi Toggler is a free utility that automatically learns where your preferred wireless networks are located, and when you approach their location, will turn on wi-fi and join those networks. When you leave GPS range, the app will turn off your phone's wi-fi radio so you don't waste battery searching for networks while you move around.
If you frequently switch between wi-fi at home or the office and 3G/4G on the go, you know it sucks to look down at your phone only to see you left wi-fi on while you're driving and your battery has suffered as a result. XDA forum member sebouh00 designed Smart WiFi Toggler to handle this problem, and once installed, the app does most of the work for you.
The app uses your phone's network location so you don't trade one battery drain (scanning for wi-fi networks) for another (scanning for GPS location), and automatically turns on and joins your preferred wi-fi networks without your intervention. The app even automatically learns where those networks are located so you don't have to program it manually.
Granted, Smart WiFi Toggler doesn't do anything that JuiceDefender or Tasker can't already do, but Smart WiFi Toggler is completely free, less complicated, and does one thing very well.

In his last offer to House Speaker John Boehner (R-Ohio), President Barack Obama lobbied for $16 billion in cuts from the military's health care program, TRICARE. In 2012, the president also proposed hiking fees for military personnel and veterans who receive benefits under the program in an effort to help cut the defense budget. His proposal drew significant fire from Republican lawmakers and veterans' groups.
Both sides agreed to cuts from the military retirement program. Rep. Eric Cantor (R-Va.) claimed during July 2011 talks that lawmakers had reached a tentative deal to slash <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$11 billion</a>. Under the current system, military personnel receive immediate retirement benefits after serving for 20 years. According to a recent report from the Congressional Budget Office, the appropriation cost per active military service member has <a href="http://www.cbo.gov/publication/43574" target="_hplink">increased at a higher rate</a> than either inflation or the total pay package of private-sector employees. Given the budget constraints looming before the Defense Department, the CBO floated the idea of transitioning the military retirement program to a matching-payment model.
Cantor claimed that Republicans and Democrats had agreed to <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$36 billion in savings</a> over 10 years from civilian retirement programs. The president proposed a marginally more modest figure of <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">$33 billion</a> in his final offer to House Speaker John Boehner. Just this year, Republicans in the House Committee on Oversight and Government Reform also looked to find savings from the Federal Employee Retirement System by <a href="http://www.washingtonpost.com/blogs/federal-eye/post/house-committee-approves-measure-upping-federal-employee-contributions-to-retirement-plan/2012/04/26/gIQAuoW6iT_blog.html" target="_hplink">requiring employees to pay more of their salary</a> into their pensions, which Democrats opposed as a pay cut that would make civil service less attractive for top talent. In September 2011, the federal government employed <a href="http://www.fedscope.opm.gov/cognos/cgi-bin/ppdscgi.exe?DC=Q&E=/FSe%20-%20Status/Employment%20-%20September%202012&LA=en&LO=en-us&BACK=/cognos/cgi-bin/ppdscgi.exe?toc=%2FFSe%20-%20Status&LA=en&LO=en-us" target="_hplink">over two million individuals</a>, either through the cabinets or independent agencies. Many Republicans have complained that the federal workforce has ballooned during the Obama administration, and while the raw number of employees has risen by <a href="http://www.thefactfile.com/2012/01/23/the-size-of-the-federal-workforce-rapid-growth-for-some-stagnation-for-others/" target="_hplink">14.4 percent</a> between Sept. 2007 and Sept. 2011, the percentage of public employees out of the total civilian workforce has <a href="http://www.thefactfile.com/2012/01/23/the-size-of-the-federal-workforce-rapid-growth-for-some-stagnation-for-others/" target="_hplink">remained fairly constant</a> around 1.2 percent since 2001. Much of the raw growth has been concentrated in the Department of Defense, Veteran's Affairs and Homeland Security.
Democrats and Republicans agreed to cut as much as <a href="http://www.huffingtonpost.com/2012/11/12/fiscal-cliff-barack-obama-_n_2118739.html" target="_hplink">$30 billion</a> from agricultural subsidies; the main opposition fell along geographical lines rather than partisan ones. Hailing from an agriculture-heavy state, Sen. Max Baucus (D-Mont.) threatened to pull out of talks entirely if a deal included that much in subsidy reduction. The president ended up pushing for <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$33 billion in cuts</a>, but that figure also included reductions in conservation programs. Baucus now tells HuffPost any cuts should be made through the farm bill, not fiscal cliff talks.
Cantor pushed hard for significant cuts to food stamps, formally known as the Supplemental Nutrition Assistance Program. He charged that the federal government could save as much as <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$20 billion over ten years</a> by eliminating waste and fraud, but the White House countered that the real number was closer to $2 billion. Instead, those cuts would force the program to scale back on the number of enrollees and the level of benefits it could offer.
Obama proposed cutting <a href="http://www.huffingtonpost.com/2012/11/12/fiscal-cliff-barack-obama-_n_2118739.html" target="_hplink">$4 billion from flood assistance</a> funding in his final offer to Boehner in July 2011. But Hurricane Sandy straining the National Flood Insurance Program; The New York Times <a href="http://www.nytimes.com/2012/11/13/nyregion/federal-flood-insurance-program-faces-new-stress.html?pagewanted=all&_r=0" target="_hplink">reports</a> that thousands of claims are being submitted daily, which could send the overall cost upwards of $7 billion for a program that suffers from a ballooning debt problem. And with climate change promising <a href="http://www.washingtonpost.com/blogs/capital-weather-gang/post/climate-change-predictions-foresaw-hurricane-sandy-scenario-for-new-york-city/2012/10/31/b78de428-2374-11e2-ac85-e669876c6a24_blog.html" target="_hplink">future flooding disasters</a> along the eastern seaboard, cutting the program looks unwise.
The president offered to cut <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">$110 billion over the next decade</a> from the government's health care spending, excluding Medicare. Among the programs that could lose crucial funding is home health care, where Democrats and Republicans agreed to <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$50 billion in reductions</a> over ten years. Cantor pushed for closer to $300 billion in spending cuts to health care, but Democrats appeared to stand firm.
The president proposed cutting <a href="http://www.huffingtonpost.com/2012/11/12/fiscal-cliff-barack-obama-_n_2118739.html" target="_hplink">$10 billion from higher education</a> over the next decade, mostly from Pell grants. <a href="http://www.huffingtonpost.com/2012/08/27/pell-grants-college-costs_n_1835081.html" target="_hplink">Over nine million students</a> relied on federal subsidized loans to afford college during the 2010-2011 school year, and the skyrocketing costs have continued to diminish the purchasing power of the Pell grant program. Obama has actively worked to make college more affordable for lower-income students. Key Republican lawmakers have attempted to cut funding for student loans; most notably, Rep. Paul Ryan (R-Wis.) slashed the maximum award from $5,550 per student per year down to <a href="http://colorlines.com/archives/2011/07/dems_students_fight_to_save_pell_grants_amidst_debt_ceiling_talks.html" target="_hplink">just $3,040</a>.
The original funding levels proposed by Cantor and the GOP leadership would turn the entitlement program for America's poor into little more than a block grant program, Democrats claimed during the 2011 debt ceiling talks. Under such a program, they argued that states would then <a href="http://www.bloomberg.com/news/2012-09-11/medicaid-to-lose-1-26-trillion-under-romney-block-grant.html" target="_hplink">drop more people from enrollment</a> and scale back on health benefits. In fiscal year 2009, <a href="http://www.census.gov/compendia/statab/2012/tables/12s0151.pdf" target="_hplink">over 62 million Americans</a> -- many of them children -- depended on Medicaid for their health care. But the president did agree to <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">$110 billion</a> in cuts from Medicaid and other health programs.
Republicans pushed for a drastic overhaul to the entitlement program for America's seniors. Ryan infamously proposed turning Medicare into little more than a voucher system in which seniors would receive checks to purchase their own health care on the open market -- a plan that would ultimately <a href="http://www.huffingtonpost.com/kennethdavis/medicare-vouchers_b_1947804.html" target="_hplink">force individuals to shoulder more of the burden</a> for their health care costs. Democrats refused to accept changes similar to those in Ryan's plan. The president, however, was <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">more open to other GOP suggestions</a> on Medicare. In his final offer to Boehner, he agreed cut $250 billion over the next ten years -- in part by increasing premiums for higher-income seniors and by raising the eligibility age from 65 to 67 (although over a longer time frame).
Republicans have again and again <a href="http://www.politico.com/blogs/politicolive/0511/Boehner_Medicare_Medicaid__everything_should_be_on_the_table_except_raising_taxes.html" target="_hplink">decried any attempt</a> to raise taxes, either on the highest earners or on corporations. (A Democracy Corps/Campaign for America's Future survey shows that <a href="http://www.ourfuture.org/report/2012114508/cafdemocracy-corps-election-poll-2012" target="_hplink">70 percent of voters</a> support raising taxes on the wealthiest two percent of Americans.) Instead, Boehner has pushed for a <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">comprehensive tax reform bill</a> that would lower the marginal tax rates while closing loopholes and eliminating deductions in order to raise around $800 billion in additional revenues. For many Democrats, <a href="http://online.wsj.com/article/SB10001424127887323551004578117152861144968.html" target="_hplink">that figure simply isn't enough</a>. White House Press Secretary Jay Carney announced Tuesday that the president was aiming for as much as <a href="http://takingnote.blogs.nytimes.com/2012/11/13/showing-backbone-on-the-debt/" target="_hplink">$1.6 trillion in new revenues</a>, and the president told reporters on Wednesday that it would be <a href="http://www.huffingtonpost.com/2012/11/14/obama-tax-cuts_n_2131256.html" target="_hplink">practically impossible</a> to raise the amount of revenue he wanted simply from closing loopholes and lowering rates.
Social Security <a href="http://www.huffingtonpost.com/2012/11/14/fiscal-cliff-social-security_n_2130762.html?utm_hp_ref=mostpopular" target="_hplink">isn't driving the deficit</a>, yet Republicans have <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">pursued drastic changes</a> to the program. Sen. Harry Reid (D-Nev.) has promised that Social Security would be <a href="http://livewire.talkingpointsmemo.com/entry/reid-no-messing-with-social-security" target="_hplink">off the table</a> in the on-going negotiations to avoid the fiscal cliff, but Obama did concede to tying the benefits to a <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">recalculated Consumer Price Index</a> that would ultimately provide less money to retirees. Sen. Bernie Sanders claims that, under such a measure, seniors who are currently 65 years-old would see their benefits drop by <a href="http://thehill.com/homenews/senate/267079-reid-assures-sanders-he-wont-agree-to-social-security-cuts-in-debt-deal" target="_hplink">$560 a month in 10 years</a> and by as much as <a href="http://thehill.com/homenews/senate/267079-reid-assures-sanders-he-wont-agree-to-social-security-cuts-in-debt-deal" target="_hplink">$1,000 in 20 years</a>. The Moment of Truth project (led by the two former co-chairs of the president's deficit reduction commission, former Sen. Alan Simpson (R-Wyo.) and former White House Chief of Staff Erskine Bowles) claims that the recalculated CPI could save as much as <a href="http://www.inthesetimes.com/article/11767/the_social_security_cut_washington_does_not_want_you_to_understand/" target="_hplink">$112 billion</a> from Social Security over the next ten years.
Although Cantor and other GOP House members demanded that any deficit-reduction deal brokered in 2011 be classiefed as <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">revenue-neutral</a>, they were open to closing particular loopholes in the corporate tax code and limiting itemized deductions for individuals -- given that they were offset by other tax cuts. Out of the $50 billion in savings to be found over the next decade from closing loopholes, Cantor proposed getting $3 billion from eliminating the break for corporate-jet owners and another $20 billion from voiding the subsidies for the oil and gas industries. On the individual earner side, he proposed eliminating the second-home mortgage deduction for $20 billion, as well as limiting the mortgage deduction for higher-income households to rake in another $20 billion. He also offered to tighten the tax treatment of retirement accounts. But Democrats wanted to see even greater action taken on itemized deductions. In June 2011, Rep. Chris Van Hollen (D-Md.) proposed raising $130 billion in new revenues by capping itemized deductions at 35 percent for the highest income brackets. The GOP response to his proposal at the time was a resounding "no."
Set to expire on Dec. 31, 2012, the Bush tax cuts represent one of the most controversial elements of the so-called fiscal cliff. They added over <a href="http://graphics8.nytimes.com/images/2011/07/24/opinion/sunday/24editorial_graph2/24editorial_graph2-popup.gif" target="_hplink">$1.8 trillion to the deficit</a> between 2002 and 2009. Yet Republicans argue that an extension is necessary to create jobs and spur economic growth. But a <a href="http://tpmdc.talkingpointsmemo.com/PDF/0915taxesandeconomy.pdf" target="_hplink">study</a> from the Congressional Research Service found that tax cuts for the wealthiest earners had little economic effect. The White House is pushing for a renewal only of those tax breaks for the lower- and middle-class Americans in order to save the average middle-class family <a href="http://money.cnn.com/2012/10/01/pf/taxes/fiscal-cliff-tax/index.html" target="_hplink">between $2,000 and $3,500</a> next year. Letting the cuts expire for those earning over $250,000 a year -- or the wealthiest two percent of Americans -- would haul in <a href="http://www.offthechartsblog.org/cbo-ending-high-income-tax-cuts-would-save-almost-1-trillion/" target="_hplink">$950 billion</a> in savings over the next decade, according to the CBO. Obama stressed how much the country stood to gain from such an approach Wednesday during a press conference. "If we right away say 98 percent of Americans are not going to see their taxes go up ? 97 percent of small businesses are not going to see their taxes go up," he said. "If we get that in place, we're actually <a href="http://www.cnbc.com/id/49821777" target="_hplink">removing half of the fiscal cliff</a>."

Homesteaders take on many time-consuming tasks themselves. For an efficient kitchen, keep the following supplies on hand.
Bucket
A short bucket in the kitchen can be used to catch water that would ordinarily go down the drain while you?re waiting for tap water to heat up. You can then use this water in the garden, for livestock or for washing outside equipment.
Mason jars
Preserving food is integral to the homesteading lifestyle. Mason jars of various sizes will prove useful for canning fruits and vegetables as well as storing seeds and nuts in the pantry. You can also make mason jar candles that will serve you well if the power goes out.
Cloth napkins
Re-usable kitchen towels and napkins replace paper towels and napkins. You can quickly make these yourself using a serger and suitable fabric cut into 10 x 10 squares.
Baskets
Stack your cloth napkins in baskets near the sink and on the kitchen table. Baskets are also invaluable for holding fresh garden produce that doesn?t need to be refrigerated.
Twine
Wind cotton twine around the stems of freshly cut herbs from your garden and hang in a sunny location to dry. Twine can also be used to knot trellises for growing beans and cucumbers.
Cheesecloth
Use cheesecloth while making homemade almond milk. Blend 1 part softened almonds with two parts water. Pour the mixture into a strainer lined with cheesecloth and squeeze into a clean mason jar. Refrigerate and use within two days. The remaining almond puree in the cheesecloth can be used to make almond shortbread cookies.
Extra set of inexpensive pots
Reserve a cheap set of pots exclusively for making homemade soaps and candles. You don?t want to use the same pots for cooking as you do for melting wax.
Countertop compost bin
This can be a large coffee can with a lid, or a bucket specifically designed to hold fruit and vegetable trimmings while preparing meals. When full, add to your outdoor compost pile.
Wheat grinder
A hand-cranked countertop wheat grinder makes easy work of grinding wheat for homemade flour. Using hand-grown wheat or store-bought wheat berries, simply grind enough for your immediate baking needs. The superior nutrition from freshly ground wheat makes this a necessity for all homesteaders.
Meat grinder
Low-cost, cast-iron meat grinders clamp to your kitchen countertop and are removable for cabinet storage. Even if you don?t keep livestock, you?ll find this tool convenient for grinding low-cost cuts of meat for meatloaf, stews or burger patties.
Pantry items
Keep your homestead pantry stocked at all times with these items: flour or wheat berries, yeast, dried beans and lentils, salt and seasonings and dried pastas. These will provide for many different types of hardy meals, even if no fresh meat or produce is available.
Labeling supplies
You will be doing lots of container labeling on prepared food containers or storage mason jars. Your labeling supplies could be as simple as a spool of masking tape and black Sharpie, or you could invest in one of several varieties of a label maker. Label maker tape is harder to remove and best used for permanent labels, whereas masking tape comes off easily and is more suitable for temporary labels.
Cleaning supplies
Make up a cleaning bucket with vinegar, baking soda and castile soap. Various combinations of these inexpensive ingredients can be used to clean almost everything in your home. Baking soda and water mixed into a paste is a superb oven cleaner. Castile soap and a little olive oil make a fragrant hand wash. Vinegar and hot water disinfects your kitchen floor and countertops.
Your homestead kitchen will be the warm and cozy center of your home where your family will gather for nourishment. Fill it with the supplies you need to care for your loved ones.
