Cannabis: The good, the evil, the ugly

ScienceDaily (Feb. 28, 2012) ? Cannabis-like substances that are produced by the body have both therapeutic and harmful properties, besides their well-known intoxicating effects, and the body's cannabinoid system may be a target for new strategies in cancer treatment. This is what Sofia Gustafsson finds in the dissertation she recently defended at Ume? University in Sweden.

Abuse of cannabis and preparations containing synthetic cannabis-like substances (cannabinoids) is on the rise all over Europe. At the same time, cannabis-based drugs have been approved for certain medical purposes, and in Sweden a compound was approved for symptom alleviation in multiple sclerosis (MS) just the other day. Intensive research is underway about whether new substances that affect the body's own cannabinoids can be exploited for medical purposes, for instance, to relieve pain and to inhibit the growth of tumors. These are the reasons why Sofia Gustafsson studied the impact of cannabinoids on both the nervous system and tumor cells.

The body's own cannabinoids, so-called endocannabinoids, mediate a number of different functions in the central nervous system and in the immune system and are involved in motor movement, reward effects, and learning and memory processes. Cannabinoids from the plant kingdom and synthetically produced cannabinoids affect both of these functions, all of which are mediated via cannabinoid receptors.

Cannabinoids have moreover been shown to affect the fate of cells. Cannabinoids protect some brain cells, whereas cells in certain types of brain tumors, such as glioma, are stimulated to commit controlled cell suicide (apoptosis). Most research on the effects of cannaboids on the nervous system has focused on the adult, fully developed nervous system, while we have relatively little knowledge about the effects on a nervous system that is still developing.

In summary, the findings of Sofia Gustafsson's studies show that cannabinoids can be toxic for cancer cells as well as for nerve cells, and that they decrease emryonal survival. These findings are important for our knowledge both of the potential of the cannabinoid system as a target system for new strategies in cancer treatment and of the risks of new drugs, such as Spice, on nerve development.

How To Perform Utilizing REO Property Management Companies ...

The growth of REO property management companies is increasing at a pace which is proportional towards the development of number of foreclosures. REO (Real Estate Owned by companies) properties basically consist of properties which providers have acquired through foreclosures. Without having REO asset management companies, these creditors will have to divert their attention to provide the required maintenance as well as to maintain their benefit. And also without the right management and servicing, all these beneficial investments would just go on to destroy; greatly impacting their particular market value.

To avoid this, banking institutions and other kinds of corporations which have developed properties to hide failed loaning deals can subcontract this duty to third party REO asset management companies. There?s a complete variety of services a property management business can provide, and it is not often restricted to just maintenance and also repair. The property manager can give anything a property desires from the moment it is acquired, until it?s finally offer for sale or putting in a bid, and sold off.

For example, once a real estate has been acquired, a property manager begins by transforming the entire locks, clean the inside and exterior of the property, and when the region desires it, winterize the plumbing as well. Just after these initial services, an evaluation in the property can be accomplished for any required repairs, minor improvements, and required remodeling. They might then start advertising the property for a sale or auction, depending on the desire of the client the property has been handled for.

Take notice that a customer does not need to take advantage of all of these assistance. Sometimes, all a client wants is for their properties to managed until they could know what to do to them. For example, a few companies only need the initial set of assistance just after first acquiring a property. Another example happens when a property has become developed in prime state and only requires an REO property management provider to advertise the property to them. In that case, the actual obligation of the property management business is actually to get a purchaser or buyers for your real estate.

There are a number of property management businesses you can think about employing no matter where you are. Nevertheless, take note the fact that not all of them may specialize within a particular need. For instance, several property managers are more concentrated toward rental property management, like for apartment buildings. It is essential to define what exactly your organization must assist you limit the number of REO property managers in your area.

(AP) ? Teemu Selanne probably regretted returning to play another year for most of the first three miserable months of the Anaheim Ducks' season.

Selanne and his decision are looking better every day ? and so are his surging Ducks.

Selanne scored a power-play goal and had an assist to move into 20th place on the NHL's career scoring list, and Anaheim kept rolling in its return from an eight-game road trip, beating the slumping Chicago Blackhawks 3-1 Sunday night.

Jonas Hiller made 18 saves in his 21st consecutive start for the Ducks, who won for the ninth time in 12 games during their improbable playoff push. Andrew Cogliano scored his first goal of February for the Ducks, and Sheldon Brookbank also scored as Anaheim avoided a four-game season sweep by Chicago.

After falling 20 points out of eighth place in the West during an awful start, Anaheim has been the NHL's best team since Jan. 1, going 17-4-4 for a league-high 38 points.

"After 15 days on the road, it's never easy to come back," Selanne said. "The tank was pretty empty, but I was very happy with how we played, especially the last two periods. That's a good feeling. We just keep battling."

Anaheim got just two days off following the longest continuous road trip in franchise history before starting a key stretch of five games in seven days. The Ducks are just six points out of playoff position ? but still in 13th place in the Western Conference standings.

"We take every win we can get right now, (but) nobody seems to want to lose that is going for the playoffs in the West," said Ducks coach Bruce Boudreau, the architect of Anaheim's turnaround. "We're going to have to try to do it ourselves. ... We were pretty sluggish in the first period. That's common when you come off a long road trip. I thought we got our legs, and we were pretty good in the second and third."

Selanne inched up the NHL scoring list by setting up Brookbank's goal in the second period before scoring his 21st of the season from a sharp angle during a two-man advantage in the third. The 41-year-old Finnish Flash caught and passed Luc Robitaille with 1,395 points, and his 246th career power-play goal put him one behind Robitaille for fourth in league history.

Selanne is the second-oldest player in NHL history to score at least 21 goals in a season, trailing only Gordie Howe, who did it twice after his 41st birthday.

Patrick Kane ended the Blackhawks' monthlong 0-for-39 power-play drought with a first-period goal, and Ray Emery stopped 35 shots against his former Anaheim teammates in Chicago's third consecutive loss.

The Blackhawks have lost 12 of 16 overall, yet still sit comfortably in sixth place in the West, nine points ahead of Anaheim.

"It seems like sometimes when we get the lead, we're kind of satisfied with that," said Kane, who scored the Blackhawks' first power-play goal since Jan. 24. "But we definitely have to keep the pressure on and try to extend the lead. After the first, they pretty much dominated us in the second and third and got a lot more shots than we did."

The Blackhawks played their fourth straight game without captain Jonathan Toews, who is home in Chicago with an apparent concussion. Coach Joel Quenneville hopes Toews and defenseman Niklas Hjalmarsson will return Wednesday against Toronto, but the Blackhawks struggled through a two-game Southern California road trip, losing 4-0 up the I-5 freeway in Los Angeles one night earlier.

"Offensively, we're not doing much right now," Kane said. "We need some contributions from everyone. You can always say you need your best players to be your best players. That's something that we need to get better at, too, including myself."

Cogliano tied it with 20 seconds left in the period, but only after the referees immediately waved off his goal. Cogliano clearly kicked the puck toward the net with his right skate, but a lengthy video review at the league offices in Toronto revealed Cogliano poked the puck through Emery's legs with his stick after Emery stopped the kick with his pads.

"I thought he kicked it and then maybe got a piece of it, or just kicked it straight in," said Emery, who backstopped Anaheim into the playoffs late last season. "Either way, it shouldn't count. I know they took a tougher look at it, and they must have had some evidence to the contrary. But you've got to work past those things."

Anaheim thoroughly controlled the second period, but wasn't rewarded until Selanne passed from behind the Chicago net to Brookbank, who fired it off Duncan Keith and past Emery. The goal was Brookbank's second in five games after playing 167 straight games without a goal.

NOTES: The Blackhawks have never swept Anaheim in a season series. ... Longtime Montreal captain Saku Koivu played his 200th game with the Ducks. ... Cogliano's score snapped a 12-game drought. ... The biggest regular-season crowd in Honda Center history welcomed the Ducks back from the road, with 17,601 tickets sold in a standing-room-only crowd.

Canadian sled dog killings prompt new rules

Sled dogs rest after returning from a tour run by Outdoor Adventures in the Soo Valley north of Whistler, British Columbia, Canada in 2011.

By Kari Huus, msnbc.com

The government of British Columbia, Canada has published new regulations governing the handling of sled dogs ? a move prompted by a grisly 2010 case?in which a tourism company near Whistler killed as many as 100 animals that become "surplus," amid slumping business.

The Sled Dog Code of Practice is?a step ? a small one, according to critics ? toward addressing problems in?competitive and entertainment dog sledding that is mostly unseen.

"The problem with this whole issue is these (breeding and training) operations are out of the public eye," said Debra Probert, executive director of the Vancouver Humane Society. "People see the dogs in public, but they don?t see what goes on behind the scenes."

The sled dog slaughter came to light only when?one of the employees of Howling Dog Tours Whistler Ltd.?who were charged with killing the dogs?by shooting them and slitting their throats?applied for?compensation from the Workers? Compensation Board of British Columbia because he said he was suffering trauma from the task. The WorkSafeBC document explaining the decision to approve the compensation was leaked, making incident?public?in gruesome detail.

Animal rights critics have long criticized?major dog sled races ? especially the 1,100-mile Iditarod across Alaska, which?begins March 3. Mushers are adamant that dogs love the work, that they?are bred to do it, and that no one loves the dogs more than they do. But critics say pushing the dogs to run 100 miles a day for two weeks is brutal. One or more dogs die in the race?nearly every year, despite the volunteer veterinarians who attend to the animals.

The new British Columbia regulations are primarily?focused on the breeding, training, transportation and euthanizing of the animals. They spell out requirements for pens and tethers, exercise, socializing, grooming and nail care. And they say that euthanizing should not be a means of culling or population control.

The standards disappointed?some animal advocates, including the Vancouver Humane Society, which had advocated?banning sled dog racing.

And?some were outraged that the regulations spell out how sled dog?owners should euthanize dogs if they cannot race anymore and can't be placed in a new home. A diagram illustrates the proper way to?position a gun at?a?dog?s head to ensure a clean kill.

The Humane Society's Probert said that in any case the regulations and standards ?have no teeth? because no resources were allotted for their enforcement.

Nonetheless, the British Columbia regulations move the province ahead of other Canadian jurisdictions, where no specific regulations exist.

Within the United States, Alaska currently has among the weakest legal protections for animals, with only a few lines in state law that require "minimum conditions" for "adequate" nutrition and care. ?

Just last month, an Alaska?court found a sled dog breeder guilty of cruelty to animals after local authorities found 19 dead dogs and 168 more severely malnourished at his operation in Willow. Frank Rich?was sentenced to 180 after pleading guilty to two counts of animal cruelty.

A task force has just started formulating standards to elaborate on the law.

"The challenge is to make them broad enough to encompass all sorts of dog lifestyles," including athletes like sled dogs, said Jay Fuller, veterinarian for the Alaska Department of Environmental Conservation. "We?d like to make clear standards for what is acceptable."?

There is no question of barring dog sledding, which is protected by state law, he said.

?Any regulations we adopt have to be consistent with state law, and the law says (the competitions) are OK,??Fuller said.

"What I hope is that there will be a universal standard of care for all dogs," said Maureen O?Nell, executive director of the Alaska Society for the Protection of Cruelty to Animals, who is taking part in the meetings. She said?that?sled dogs are a particularly sensitive case, and some would like to create special rules for them.

"The mushers are a strong community and I think there has been hesitation to what might somehow be perceived as anti-mushing,? she said.

After the dog?slaughter case in British Columbia, which emerged shortly after Whistler hosted the 2010 Winter Olympics, the dog sledding business took a hit.

"When the incident occurred ? it was a black eye not only for dog sledding but for Whistler," said Craig Beattie, general manager of Canadian Snowmobile, a Whistler company that provides outdoor adventures, including dogsledding tours. In order to reassure customers, he opened up his company's kennels to them and promised them?full refunds if they felt there was anything amiss.

He said the standards mandated by the government were already in place for their sled dogs, and he said he?hopes they will be enforced elsewhere.

"I think it will be way better for the animals, and for the people," said Beattie. "Obviously, the negativity will decrease toward the dog sledding."

'Act of Valor': Does Navy SEAL film reveal too many secrets?

'Act of Valor' is a fictional account of a potential terrorist attack on American soil. The film uses 'real-life' active duty US Navy SEALs. Critics warn the film may give away sensitive intel.

The film ?Act of Valor,? opening this weekend in theaters nationwide, is a fictional account of a potential terrorist attack on American soil using, as the press materials tout, ?real-life? active duty US Navy SEALs.

From high-altitude skydiving and live-ammunition gunplay, to rescues surreptitiously?launched from nuclear submarines, the film?s creators promise an ?unprecedented? package of heroism and (admittedly fictionalized) filmmaking.

?Real people blended with actors ? it?s created a new experience,? says the film?s codirector Scott Waugh. He calls the project ?the?authentic?action film."

To this, however, some have raised a point of objection. Their objection is not necessarily the acting, which some have criticized as a bit stilted ? understandable, perhaps, since Navy SEALs are many things, but not professional thespians.?

Rather it is: Given the secretive nature of special operations forces is the film simply too much information? It was, after all, the Navy?s SEAL Team 6 sent in to kill terrorist mastermind Osama bin Laden and, earlier this year, rescue an American hostage being held by Somali pirates.

Indeed, Pentagon officials say they have been fielding calls from concerned congressional staffers, wondering whether the movie might reveal sensitive tactics. Some within the special operations community have leveled the same critique ? occasionally quite robustly ? that perhaps Navy SEALs and their brethren are blithely courting too much media attention.

?Since the time when your wonderful team went and drug bin Laden out and got rid of him ? and more recently when you went down and rescued the group in Somalia, or wherever the hell they were ? they?ve been splashing all of this all over the media,? retired Lieutenant General James Vaught, a former Army Delta Force commander, charged as he publicly upbraided Adm. William H. McRaven, ninth commander of United States Special Operations Command, at a special operations conference earlier this month.?

?Now I?m going to tell you, one of these days, if you keep publishing how you do this, the other guy?s going to be there ready for you, and you?re going to fly in and he?d going to shoot down every damn helicopter and kill every one of your SEALs. Now, watch it happen. Mark my words ? get the hell out of the media.?

McRaven was sanguine, explaining that he?s not ?overly concerned? about the film, which was distributed far more widely than the Navy envisioned when they first approached the production company five years ago. ?Nothing we?re displaying in there tips our sensitive tactics, techniques, and procedures,? he says. ?The film company that produced this had a very collaborative effort with the Navy.

He recalled his own experience as a young officer, tasked to help with the film "Raise the Titanic,"?a film McRaven called "forgettable."???

Senior US military officials say that they hope this latest cinematic effort will be a valuable tool for bringing recruits ? particularly minorities ? into the elite force. ?It was initially started as a recruiting film, so that we could help recruit minorities into teams,? says McRaven.

The command established a platoon of eight Navy SEALS just for the film, ?to do the recruiting piece, which we do routinely,? McRaven says. The team is comprised of white, Latino, and black troops.

At a screening Thursday night in Washington, D.C., a group of students from Howard University, a traditionally African-American college, watched the film. At one point, a SEAL in danger receives vital supporting fire from one of his comrades in arms. ?Was that the black guy? who saved him? asked one of viewers after the particularly harrowing scene.

While it may not convince him to join the force, Howard University undergraduate Bomani Buckhalter says that it brought to light some important behind-the-scenes military work ?that not a lot of Americans get to see.??

It is also the hope among military officials to highlight the service undertaken by an elite fraction of the less than one percent of all Americans who serve in the US military, in the decade since 9/11.?

The film, McRaven says, represents ?a balance between kind of showcasing our capabilities in hopes that we can keep up with our recruiting goals ? and hopefully this movie will continue to improve our recruiting efforts ? and also, again, showcasing a number of the ?acts of valor? of these guys.??

When you come across the term hypnosis, images of villains swinging a pocket watch from side to side to induce one into a trance and into a subservient state come to mind. Hypnotism in actual practice is far from this popular portrayal though. Modern understanding of hypnotism is inconsistent with what many people perceive it to be on a couple of points. For example, those who are hypnotized aren?t semi asleep, in fact, they are very much alert. At the same time, those who are in a hypnotic state do not lose their free will. That means, you cannot be coerced into doing something immoral or you feel will endanger you. You cannot be induced into a hypnotic state without your consent since this activity needs that you voluntarily participate in.

Hypnosis is defined as a trance state characterized by heightened imagination, relaxation, and extreme suggestibility. Since you are very suggestible, the creation of false memories is very likely. Because of this a hypnosis practitioner has to use extreme care and caution when exploring the history of a patient who is placed in a hypnotic state. In order to bring someone to such a mental state, a hypnotist will use a procedure called hypnotic induction which involves intentional relaxation and focusing exercises. A lot of people liken hypnosis to daydreaming or when you are fully engrossed onto something, like reading a book or watching a movie.

Hypnosis is used extensively in psychotherapy. Hypnotherapy, as it is called in such application, is used to help address fears and phobias, and control certain habits and addictions like smoking. A research done in 2007 showed that smokers who sought hypnotherapy were more successful in giving up the habit compared to those who did not receive such therapy. Hypnotherapy can also be used to manage pain and anxiety. It is also sometimes used to treat irritable bowel syndrome as well.

Hypnotic induction can also be used alongside techniques such as neuro linguistic programming to change detrimental behavioral patterns. Hypnotic induction can also be used alongside cognitive behavioral therapy (CBT) in weight management programs. Hypnosis can also be used to treat psychosomatic disorders which are physical diseases believed to result from mental factors such as the stresses and strains of everyday living.

If you are looking for a practitioner of hypnotherapy in London, the Internet can be very helpful. You can use any commercial search engine to look for websites run by practitioners of hypnotherapy in London, as well as web directories. Drugs Prevent Prostate Cancer Metastasis in Mice | ALN

Uncovering the network of genes regulated by a crucial molecule involved in cancer called mTOR, which controls protein production inside cells, researchers at the Univ. of California, San Francisco (UCSF) have discovered how a protein ?master regulator? goes awry, leading to metastasis, the fatal step of cancer.

Their work also pinpoints why past drugs that target mTOR have failed in clinical trials, and suggests that a new class of drugs now in trials may be more effective for the lethal form of prostate cancer for which presently there is no cure.

Described in the journal Nature, the protein mTOR is a ?master regulator? of human protein synthesis. It helps normal cells sense nutrients and control cell growth and metabolism. But in many forms of cancer, this process goes awry, and mTOR reprograms normal cells to aberrantly divide, invade and metastasize.

?Many human cancers show hyperactivation of this pathway,? said Davide Ruggero, an associate professor of urology. ?Until now, we have not known how hyperactive mTOR perturbs the synthesis of certain proteins leading to fatal cancer.?

In the human body, mTOR is a molecular sensor that helps cells respond to favorable or unfavorable environments. Under ordinary conditions, it acts as a master regulator of genes that induce cells to growth and divide. In times of scarcity, when somebody is starving for instance, mTOR shuts down much of the machinery that makes proteins so that an organism can conserve energy.

In cancer, this careful balance is lost. The rogue mTOR protein goes haywire and signals tumor cells to become bigger to divide, undergo metastasis and invade new, healthy tissues. Metastasis is the primary cause of cancer patient death.

?We are now discovering that during tumor formation mTOR leads to metastasis by altering the synthesis of a specific group of proteins that make the cancer cells move and invade normal organs,? Ruggero said.

In their research, Ruggero and his colleagues identified the players that instruct or execute decisions made by mTOR, and they discovered how mTOR deregulates one of the very last stages of gene expression -- just before they are translated into proteins by large molecular machines known as ribosomes.

They used a method called ribosome profiling pioneered by UCSF professor Jonathan Weissman and Nicholas Ingolia at the Carnegie Institution for Science, also authors on the paper. This method basically allows researchers to collect the millions of ribosomes from inside cells and determine which genes they are turning into proteins.

Experiments Focus on Prostate Cancer

Because it plays such a crucial role in cancer biology, mTOR is also an active target for drug development. Several compounds that block this protein, including the drug Rapamycin, have already gone through clinical trials as single agents for treating various forms of cancer such as prostate cancer -- without great success.?

The new research suggests why drugs like Rapamycin have failed. The problem, said Ruggero, is that they block mTOR, but not completely. The newer drugs, however, block mTOR more completely.

The difference is akin to holding a door shut with a piece of tape versus locking it and breaking the key off in the lock so no one can re-open it.

When drugs like Rapamycin fail to completely stop mTOR from working, they allow it to continue pushing a cancer cell toward malignancy. Some newer compounds that block mTOR do so more completely, and the team led by Ruggero showed in preclinical experiments that this effectively hobbles the cancer cells.

Specifically they tested an experimental drug called INK128, derived from a compound discovered in the UCSF laboratory of Kevan Shokat, Howard Hughes Medical Investigator, professor and chair of cellular and molecular pharmacology and another author on the paper. This compound is now in clinical trials for different types of cancers and is being developed by a team led by Christian Rommel in the La Jolla, Calif. company, Intellikine, Inc., the home of some of the co-authors in the Nature manuscript.

In their research, Ruggero and his colleagues showed that a mouse model of human prostate cancer treated with INK128 did not metastasize. They also showed that the new drug has a strong therapeutic effect on human prostate cancer cells.

?While the experiments were primarily focused in prostate cancer, we believe this work is widely applicable in many tumor types because mTOR is a critical regulator of so many cancers,? said first author Andrew Hsieh, a clinical oncologist in the UCSF Department of Medicine, Division of Hematology/Oncology and a senior member of the Ruggero laboratory. ?For example, clinicians Jeff Wolf and Tom Martin are now testing INK128 here at UCSF, in multiple myeloma patients,? Ruggero said.

The research also found that INK128 works better by also restraining abnormal protein synthesis when mTOR is hyperactive. ?Deregulations in protein synthesis is now becoming a hallmark of cancer, and we are very excited by the opportunity to target the aberrant protein synthesis apparatus in many cancers,? Ruggero said.

Police release 'baby-sitting while white' video

Austin police have released the surveillance video of white Texas grandfather Scott Henson being handcuffed on the night of Feb. 10, 2012, in an effort to disprove his claim that officers were "rough" and came at him "tasers drawn" while he was walking home from a local ice skating rink with his 5-year-old black granddaughter Ty. Henson called the incident a case of "baby-sitting while white."

Austin Police Chief Art Acevedo told the American Statesman in a news conference Tuesday that Henson lied about having had tasers drawn on him, and that if the surveillance video is watched carefully, it can also be seen that APD officers did not use excessive force.

APD says they were responding to an anonymous 911 call from someone who claimed to have seen a white man (Henson) chasing a little African-American girl (Ty) into the woods. On his blog, Grits For Breakfast, Henson notes in his post from the night after the incident that this was the second time local police had approached him and his granddaughter that day, leading him to feel that it was a case of racial profiling.

"Had that been a real, legitimate kidnapping, and we would have responded with one or two officers in a nonchalant manner, the same exact critics that are criticizing us now would be saying that the Austin police department does not care about an African-American little girl being kidnapped from the Millennium Center," Acevedo told American Statesman.

WATCH THE SURVEILLANCE VIDEO BELOW:

Six days after the incident, Henson had the opportunity to sit down with Acevedo to view the surveillance video and read through the police report. The next day, he posted a "correction" to his Feb. 11 blog post, saying:

There are really only two corrections I'd make having now seen the videos and other documentation Chief Acevedo showed me. First, I recollected in the blog post that an officer had a taser drawn and from the video the officer's arm was only crooked and prepared to draw. It happened in a flash and like many eyewitnesses, when under a perceived threat, my mind filled in some pieces erroneously, I'll be the first to admit in light of the video evidence. It was not an intentional error. That said, I correctly perceived that all of a sudden a LOT of cops were on us out of nowhere and if I'd made any sudden or untoward moves I'd be tased or worse. I think it wasn't unreasonable for either of us to feel threatened by them rolling up on us like that.

The other error was that the original post cast unfair blame on the deputy constable. Her report said that after we'd spoken, she was heading back to the Millennium Center thinking the incident was over when the dispatcher patched into the constable's frequency because they'd heard from the Millennium Center she'd gone after us. In the dispatcher's audio, she tells APD just before they roll up on us that she'd spoken to us, gave them Ty's name and told them I was her grandpa. Though I blamed her (unfairly) both at the scene and in the initial post, falsely thinking she'd called in the cavalry, she did not.

Basically, two departments with overlapping jurisdictions responded to this complaint, the first response coming from a single officer of the IMO, the second (several patrol cars) coming from the APD.

"What Mr. Henson described, that our officers came out, jumped out, a gaggle of officers -- and I'm paraphrasing -- with their tasers pointed at him -- when you see this video, you will see that simply is not the case," Acevedo said.

Although Henson made haste to correct himself before APD publicly addressed the issue, he reasserts that their approach could have been different.

In his Feb. 19 blog post following the "corrections," he paraphrases what he said to the police chief after releasing the surveillance video: "I don't believe what those officers did violated any law, departmental policy or court ruling. I never said otherwise. It was completely 'by the book.' But there are some really good books that may not be completely appropriate for a five-year old. I'm not saying don't investigate, I'm saying exercise some self-restraint, discretion and common sense -- like the deputy did."

Acevedo said he feels that Henson owes the Austin Police Department an apology, and that their quick response shows that the safety of a child and not race was a factor in this case.

Managed Computing Business - IT SW11 Solutions, Consulting ...

computing IT SW11There are actually numerous causes why a corporation must seriously consider hiring managed IT SW11?services to help move their organization forward. Danger Management ? If you hire a tech business to manage personal computer assistance services, you may feel confident in your office technologies and concentrate on small business operations. Instead of hiring an in-house team that would take up space and resources in your spot of enterprise, you may instead reduce the dangers involved with hiring, insurance and much far more by merely getting an IT service that is definitely separate from your business enterprise place.

Infrastructure Control ? If you?re coping with personal computer networking, technologies, sites and substantially far more, you?ll must have total control more than updating and significant processes that make them function. Your tasks won?t be related to technology, and rather your small business can move forward with relative ease. In-house staff normally times have much more work to do than just concentrate on the managing of technological advances, which can from time to time bottleneck particular elements of infrastructure. By removing that element, and receiving a service, you may make sure that enterprise is moving forward at all hours with the day as well as night if need to have be.
The aforementioned reasons are just a number of examples to think about when deciding no matter if or not to employ an IT company for laptop or computer assistance services. Services are varied and you can find a lot extra arguments each for and against hiring outsourced IT providers. The above are just a couple of reasons that should really aid preserve you motivated in hiring a team that is definitely currently operating in technology, as opposed to trying to build a ?dream team? for yourself. Microsoft to Google: Please don't kill Web video

By msnbc.com staff

Microsoft has made a formal complaint to the European Union?s competition regulator against Motorola Mobility and Google.

Microsoft is arguing that Motorola?s aggressive enforcement of patent rights against rivals breaks competition rules. The complaint follows a similar one by Apple against Motorola last week.

(Msnbc.com is a joint venture of Microsoft and Comcast?s NBC Universal unit.)

With Motorola in the process of being taken over by Google for $12.5 billion, Microsoft is concerned that Google will continue Motorola?s tight control over its key patents.

Apple, Microsoft and Motorola have engaged in a legal fight in Europe over Motorola?s claims that the tech giants are using its patents without permission. In their defense, Apple and Microsoft argue that Motorola is overcharging for the use of the patents, which cover technologies necessary for connecting to the Internet wirelessly and stream online video.

?We have taken this step because Motorola is attempting to block sales of Windows PCs, our Xbox game console and other products,? Microsoft?s General Counsel Dave Heiner said Wednesday in a blog post titled ?Google: Please Don?t Kill Video on the Web.?

?You probably take for granted that you can view videos on your smartphone, tablet, PC, or DVD/Blu-ray player and connect to the Internet without being tied to a cable,? he continued.

Technology industry players, including Motorola, agreed to the common technical standards for video and Wi-Fi and agreed to make their patents available for free and reasonable terms, he added.

?Motorola has broken its promise,? Heiner wrote. ?Motorola is on a path to use standard essential patents to kill video on the Web, and Google as its new owner doesn?t seem to be willing to change course.?

New class of extrasolar planet

ScienceDaily (Feb. 21, 2012) ? Observations by the NASA/ESA Hubble Space Telescope have come up with a new class of planet, a waterworld enshrouded by a thick, steamy atmosphere. It's smaller than Uranus but larger than Earth.

An international team of astronomers led by Zachory Berta of the Harvard-Smithsonian Center for Astrophysics (CfA) made the observations of the planet GJ 1214b.

"GJ 1214b is like no planet we know of," Berta said. "A huge fraction of its mass is made up of water."

The ground-based MEarth Project, led by CfA's David Charbonneau, discovered GJ 1214b in 2009. This super-Earth is about 2.7 times Earth's diameter and weighs almost seven times as much. It orbits a red-dwarf star every 38 hours at a distance of 2 million kilometres, giving it an estimated temperature of 230 degrees Celsius.

In 2010, CfA scientist Jacob Bean and colleagues reported that they had measured the atmosphere of GJ 1214b, finding it likely that it was composed mainly of water. However, their observations could also be explained by the presence of a planet-enshrouding haze in GJ 1214b's atmosphere.

Berta and his co-authors, who include Derek Homeier of ENS Lyon, France, used Hubble's Wide Field Camera 3 (WFC3) to study GJ 1214b when it crossed in front of its host star. During such a transit, the star's light is filtered through the planet's atmosphere, giving clues to the mix of gases.

"We're using Hubble to measure the infrared colour of sunset on this world," Berta explained.

Hazes are more transparent to infrared light than to visible light, so the Hubble observations help to tell the difference between a steamy and a hazy atmosphere.

They found the spectrum of GJ 1214b to be featureless over a wide range of wavelengths, or colours. The atmospheric model most consistent with the Hubble data is a dense atmosphere of water vapour.

"The Hubble measurements really tip the balance in favour of a steamy atmosphere," Berta said.

Since the planet's mass and size are known, astronomers can calculate the density, of only about 2 grams per cubic centimetre. Water has a density of 1 gram per cubic centimetre, while Earth's average density is 5.5 grams per cubic centimetre. This suggests that GJ 1214b has much more water than Earth does, and much less rock.

As a result, the internal structure of GJ 1214b would be extraordinarily different from that of our world.

"The high temperatures and high pressures would form exotic materials like 'hot ice' or 'superfluid water', substances that are completely alien to our everyday experience," Berta said.

Theorists expect that GJ 1214b formed further out from its star, where water ice was plentiful, and migrated inward early in the system's history. In the process, it would have passed through the star's habitable zone, where surface temperatures would be similar to Earth's. How long it lingered there is unknown.

GJ 1214b is located in the constellation of Ophiuchus (The Serpent Bearer), and just 40 light-years from Earth. Therefore, it's a prime candidate for study by the NASA/ESA/CSA James Webb Space Telescope, planned for launch later this decade.

(AP) ? An inmate riot that may have been staged to cover a breakout killed 44 prisoners Sunday, and the jail's director and all guards on duty at the time have been detained, a security official said.

Nuevo Leon state public security spokesman Jorge Domene Zambrano said the riot broke out at about 2 a.m. in a high-security section of a state prison in the city of Apodaca outside the northern industrial city of Monterrey.

The fight between two cell blocks, each with about 750 prisoners, may have been staged as a cover for a prison break, he said. Domene said in counting the dead, officials discovered some prisoners missing, but didn't know yet how many.

Forty-four people died before state police regained control about two hours later.

Investigators are looking into whether the fight was started by members of the rival Gulf and Zeta cartels, once the same organization. Their split two years ago has caused a spike in violence in the region around Monterrey, Mexico's third-largest and once the country's symbol of development and prosperity.

The prison had members of both gangs, who were normally separated, fueling theories that the 17 guards on duty could have been involved. The prison director, the director of security and a supervisor also are being held, Domene said.

The victims died from makeshift knives and blows, Domene said, adding that no firearms were found among the prisoners.

Deadly fights happen periodically in Mexico's prisons as gangs and drug cartels stage jail breaks and battle for control of penitentiaries, often with the involvement of officials. Sunday's riot was one of the deadliest so far.

All 2,500 inmates in the prison were incarcerated for federal crimes, and as many as 70 percent had yet to be convicted, Domene said. The inmate population grew by 1,500 in the last year to 180 percent capacity, the result of a crackdown on organized crime and drug trafficking in the last year, he added.

More than 47,500 people have been killed in drug-related violence since 2006, when President Felipe Calderon intensified Mexico's crackdown on organized crime.

Families of prisoners protested outside the prison because they couldn't get information on the victims. Only 10 of the dead had been identified by late afternoon.

The Apodaca prison was also the scene of a fire last May that killed 14. Officials then said the blaze could have been caused by a short circuit, not a prisoner uprising.

The bloodshed Sunday was just the latest in a string of deadly prison riots in Mexico in recent years.

Thirty-one prisoners died in January during a prison riot in the Gulf coast city of Altamira in Tamaulipas state, which borders Texas. Another fight in a Tamaulipas prison in the border city of Matamoros in October killed 20 inmates and injured 12.

Last July, a riot at a prison in the border city of Juarez killed 17 inmates. Mexican authorities detained the director and four guards over that clash. Surveillance video showed two inmates opening doors to let armed prisoners into a room where the slain victims were reportedly holding a party.

Twenty-three people were killed in a prison riot in Durango city in 2010, and a 2009 riot in Gomez Palacio, another city in the northern Mexican state of Durango, killed 19 people.

The $26 Billion Foreclosure Settlement: Who Won? Who Lost?

A consortium of the Department of Justice and the Attorneys General of every state other than Oklahoma recently announced a $26 billion settlement with the five largest new mortgage and home mortgage refinance lenders to settle claims related to improper foreclosures. Although it has been hailed as a significant victory for consumers and has been compared to the landmark $206 billion 1998 tobacco settlement, the details of the agreement paint a different picture.

Mortgage deal

Background on the Settlement

The settlement comes from a government probe of lenders? foreclosure practices. The key milestone motivating the government to investigate was when Ally Financial, which used to be known as GMAC Mortgage, stopped foreclosing on properties in 23 different states in September of 2010 after an internal review uncovered issues with their foreclosure paperwork. Soon after Ally/GMAC did this, other major lenders including JP Morgan Chase (who bought Washington Mutual) and Bank of America (who bought Countrywide Mortgage) followed suit. By mid-October of 2010, every state attorney general in the country united with the Federal Government to create a nationwide investigation.

Their investigation found a number of shortcuts including ?robo-signing? of documents, unclear chains of title, and forged documents. They also found that lenders were imposing illegal fees. As a result of the probe, the states, Feds, and lenders agreed on the $26 billion settlement package.

Participants in the Settlement

The five largest lenders in the country, Wells Fargo Mortgage, Bank of America, JP Morgan Chase, Ally Financial and Citigroup are the primary defendants in the settlement. These banks who together represent 55% of the home mortgage refinance and new home mortgage loans made in the United States are liable for the entire $26 billion settlement, although nine other, smaller banks can join by contributing around $7 billion more. As of February 15, these lenders and loan servicers remain unnamed.

The Federal Government and 49 states have all participated in the settlement. Although Oklahoma is not a part of this settlement, they negotiated a separate agreement for $18.6 million with the five lenders.

Details of the Settlement

While many people think that this means that the banks are paying $26 billion for their abuses, this is far from the truth. The five banks will pay $5 billion in cash to be split between the Feds and the 49 states, and Bank of America Mortgage?will pay an additional $500 million to settle outstanding fraud claims against its Countrywide subsidiary with an additional $500 million to be paid over three years if it does not meet targets for offering selected clients forgiveness of their loans.

The $20 billion remainder of the settlement will come from ?soft? money. $3 billion will be earmarked to providing home mortgage refinance loans for people with current loans. The remaining $17 billion will be earmarked to help borrowers who are both in some form of default and upside down on their loans. While the $17 billion appears to be earmarked for principal reduction, it can, in fact, be used for other purposes as well. Interestingly enough, the $17 billion will not all come from banks. Much of it will come in the form of investors receiving reduced returns on the mortgage backed securities that they bought from the banks.

Winners and Losers

At first glance, it may appear that the banks are the big winners in this settlement, given the fact that their total cash expenditure is only a little bit more than Wells Fargo?s third quarter 2011 profit of $4.06 billion. However, the settlement contains very little legal protection for banks. Many individual state lawsuits will continue proceeding, individual homeowners can still sue them, and the Federal Government can still come after them.

Consumers are not winners in this settlement, either. The $5 billion in funds for people who were improperly foreclosed upon works out to a settlement amount of around $2,000. Some pundits feel that this sets a precedent, allowing banks to subvert foreclosure law in the future knowing that they will be subject to, at worst, a $2,000 penalty. The remaining funds for loan refinances and principal reductions will be recouped by reducing the returns that investors receive. Unfortunately, those investors are, in many cases, the same customers who indirectly own pieces of the loans through their pensions, 401Ks, and insurance policies.

Given the $700 billion in negative equity outstanding in today?s mortgage market, this settlement is unlikely to make a meaningful difference in the economy as a whole. As such, it is really a victory for no one, other than the government who can claim to have done something to alleviate the problem.

Bruce Springsteen's American dream on display

"From Asbury Park to the Promised Land: The Life and Music of Bruce Springsteen" will be on display Feb. 17-Sept. 3 at the National Constitution Center in Philadelphia.

By Chris Rodell, msnbc.com contributor

A museum devoted to the bedrock of American?democracy will from Feb. 17 through Sept. 3 celebrate a more visceral sort of rock: The music of Bruce Springsteen.

The National Constitution Center in Philadelphia is presenting, ?From Asbury Park to the Promised Land: The Life and Music of Bruce Springsteen.?

Originating at the?The Rock and Roll Hall of Fame and Museum in Cleveland, where the exhibition was featured next to the likes of Elvis and Elton, The Boss will now be rubbing monumental shoulders with George Washington, Benjamin Franklin and Thomas Jefferson.

?No other artist is as steeped in Americana or has better told the story of the American dream than Bruce Springsteen,? said David Eisner, the center?s CEO. ?He?s the perfect artist for a center devoted to the robust discussion of American values to feature.?

America has one national anthem, but Americans have dozens, many of them ? ?Born in the U.S.A.,???Promised Land,? ?Born to Run,? and ?The Rising? ? composed and performed by Springsteen and the E Street Band. Over the past 40 years, Springsteen?has?sold more than 120 million albums worldwide and helped define American character as surely as Uncle Sam.

?The only other artists so connected to America are Woody Guthrie and Pete Seeger, but even compared to them he?s fairly unique,??said Jim Henke, curator of The Rock and Roll Hall of Fame and Museum in Cleveland. ?His songs deal with the struggles as much as the dreams.?

The jeans Bruce Springsteen wore on the cover of "Born in the U.S.A."

Springsteen also differs from other artists, Henke said, ?in that he had an innate recognition that he was doing something that was transcending the music.

?He saved everything,??Henke said. ?So we have the Fender guitar featured on the cover of ?Born to Run.? We have the jeans he wore on the cover of ?Born in the U.S.A.? The exhibit is a very comprehensive look at his life and his career going clear back to his childhood.?

Eisner, whose favorite album is the stark ?Nebraska? from 1982, said he?s been particularly pleased to thumb through the lyric notebooks.

?His penmanship on things like set lists is very hurried, but with the lyrics you can tell he was almost reverential with the words he was composing to songs like ?Jungleland,? ? Eisner said.???It?s also fun to see some of the changes he made from before recording the songs."

With Springsteen playing shows in Philadelphia on March 28 and 29,?Eisner is besieged by friends who are begging for any hint that The Boss will come to the exhibit.

Henke said it happened in Cleveland.

?I called up his assistant and said the show was closing and we?d be happy to give him a private tour,? he said. ?He said that wasn?t necessary. So on the very last day of the Springsteen exhibit, on a packed weekend, many fans were treated to seeing the Bruce Springsteen exhibit with Bruce Springsteen himself. And he couldn?t have been nicer.?
